Thirty years ago, the annual Children's Mental Health Research & Policy Conference began as an activity of the federally funded Research and Training Center for Children's Mental Health (RTC) at the University of South Florida (USF) in Tampa. The RTC's goal was to develop new knowledge through research and the dissemination of empirically based information about child mental health service systems: the nascent concept of systems of care (SOC; Stroul & Friedman, 1986). The convening, later more widely known as the “Tampa Conference,” aimed for researchers, evaluators, and policymakers to jointly examine and creatively solve the issues facing the country's most challenged children and their families.
