Summary, etc A study on activities launched by the civil society in dealing with the SARS crisis in Hong Kong identifies that civil society in Hong Kong simultaneously performs the collaborative and adversarial functions, embracing a sensitive balance between trust and risk when entrusting the state to serve the public good. Drawing on the survey analysis, the article argues that the complexity of state and civil society relation has to be understood as dialectics in the “collaboration/adversary” duality. Several hypotheses are generated from the study for further research.
