Summary, etc 觀塘區有超過37萬人口居於公共屋邨，是香港公屋人口最多的區域。自1950年代開始，港府開始發展觀塘區，廠家在工業區設廠，隨之而來的工人數量漸增，產生龐大的住屋需求。花園大廈及俗稱「雞寮」的觀塘徒徙置區正是最早年興建的公屋原形。

作為一個以公屋為主體的地方，觀塘區孕育出一種草根、貼地的獨特九龍屋邨文化，但隨著居民遷移及重建發展，觀塘的公屋面貌將會有所改變。為了保留此文化味道，觀塘區議會觀塘區發展及重建專責小組決定以「觀塘區公屋發展的歷史」為題，邀請學者分析及紀錄不同年代觀塘公屋發展歷程，從中更希望學習並汲取經驗，改善城市規劃。
