Summary, etc 社聯曾於1996及2003年進行香港低開支住戶開支模式研究。於1996年，社聯以1994/95年度的住戶開支統計調查的數據作分析，探討當時的「赤貧戶」的特徵和生活狀況。於2003年，社聯則以1999/2000年度的住戶開支統計調查結果進行分析，並探討1994/95及1999/2000這兩次開支統計調查的住戶特徵及開支模式轉變。
本研究是上述兩次研究的延續，分析1999/2000年度至2009/2010年度期間兩次住戶開支統計調查的結果，以比較過去十年低開支住戶開支模式的轉變及分析其趨勢。
