A majority of the demented patients stay in the community. Family caregivers call for government’s support to secure the well-being of the demented patients and their caregivers. All governments are expected to spend a huge amount of money to satisfy the medical and psychosocial needs of the dementia population in the coming decades. This paper introduces the philosophy and guiding principles of The Kyoto Declaration (2004) to assist policy-makers to develop appropriate public policies to secure the biopsychosocial benefits of people with dementia and their caregivers.
