This article critically appraises relevant academic literature, policy documents in relationship to the development of China’s child protection system. We found that although child protection policies exist, enforcement at local levels is characterised by sectorial fragmentation. There is a need to increase government-led initiatives in child protection, to strengthen the institution of family as a protective factor for children, to enhance professional competency and to develop innovative service delivery in partnership with civil society.
