This paper first reviews debates regarding social work development in China's local communities, then presents three typical stories of dilemmas faced by social work interns in practice. To reduce feelings of helplessness among new social workers, who are mostly fresh graduates from the university, the authors argue that universities should not only interact with the local communities, but also need to educate social work students and interns about how to integrate services into the institutional system. The authors also provide recommendations to initiate future research and practice in reframing university-community collaboration model.

這篇論文首先回顧了中國社區社會工作的有關討論，然後陳述了社區社工開展服務所遇困境的三個故事。針對當前很多社工的“無力感”，他們大多數都是高校的畢業生，作者提出了高校、社工不能簡單的和社區進行互動，並與宏觀的經濟、社會、政治和文化環境互動, 而且需要把服務從“制度外”推到“制度內”。最後，作者提供了對今後“高校-社區合作”研究和實踐的一些建議。
