Critical considerations for the design and implementation of an effective program were identified through a case study of a career and learning resource center for women: fostering relationships; an appropriate physical environment; a career-focused curriculum; psychosocial resources; a program culture with rules, rewards, and rituals; constancy of vision; mentors and role models; evaluating and valuing multiple outcomes; caring about people. These program characteristics facilitated women's transition to living wage jobs, as well as other meaningful successes.
