Community-based research is considered a community change model in that it engages local community members in the definition of their problems and the formulation of broad-based solutions. Although community-based research has been used on a local level, less attention has been given to the use of community-based research in policy planning at the state level. This paper illustrates the joint efforts of state policy analysts, university researchers, and community service providers in the Texas-Mexico border region to address local conditions of poverty. The case study demonstrates the firsthand perspective that the community, through the involvement of local service providers, can bring to policy planning at a state level.
