Innovations included a system-wide problem-solving team, an intensive intervention strategy to prevent sanctioning of TANF participants, a program to enable non-custodial fathers to provide their children with financial and emotional support; and a car donation program partnered with a community agency. A systems approach adopted by county professionals, progressive political leadership and a woman-centered problem analysis contributed to an innovative climate and successful strategies for change.
