520 _aRecently, the Communist Party of China has endeavoured to implement reforms to extend pension coverage in China. In 2010, the central government promulgated the Social Insurance Law, which specifies rules on basic pensions, and introduced the New Rural Pension Scheme, Urban Resident Pension Scheme and various policies on pension transfer and continuity. In principle, a preliminary pension policy framework had already been constructed to secure China's urban and rural population. However, these reforms do not address the low participation of rural migrant workers, urban-rural disparity and fragmentation. Therefore, in line with the goal of old-age security, economic growth and social stability, deep pension reforms are clearly needed in the future.
520 _a近年來,中國政府一直致力於構建覆蓋城鄉的基本養老保險制度。《社會保險法》以法律形式明確了基本養老保險相關規定,並陸續推出了新型農村養老保險制度、城鎮居民養老保險制度,以及城鎮職工養老保險轉移接續的相關政策——從理論上講,已經在制度設計上建立起覆蓋城鄉居民的基礎。然而,目前仍存在農民工保險參與度過低、養老保險城鄉差距與轉移接續的問題。因此,同時與老年保障、經濟發展與社會穩定的目標結合,深化養老保險的改革在未來仍然很有必要。
