退休保障問題在不同年代的香港都曾經引起討論，可是由港英時期到今天特區政府，香港始終沒有一個令長者安享晚年的退休保障制度。2015年12月，特區政府展開了回歸以來首個諮詢，為期六個月。諮詢文件建議了「有經濟需要」和「不論貧富」兩個模擬方案，供社會討論，不過卻引起各方爭議，有人批評政府一早已經表示對「全民退休保障制度」有保留，今次諮詢只會變成假諮詢。當面對人口不斷老化，如何才能建構一個老有所依的退休保障制度。 (全民退休保障 不論貧富 有經濟需要 長者 安老政策 諮詢 人口老化 社會保障 社會福利 強積金 公義 全民老年金 周永新 加稅)
